localhostでもポートが違ったら、ガードをコメントアウト

dockerでsymfonyを動かしており、localhostであってもポートが80でない場合app_dev.phpとconfig.phpにアクセスできない。
その場合、 両ファイルの一部をコメントアウトすることでアクセスできる。

以下は10〜18行目をコメントアウトしている：
